Transfer chief Marina Granovskaia has written up a wish list of stars with Matthijs De Ligt, 22, Jules Kounde, 23, and Lorenzo Insigne, 30, at the top of the pile.
Reported by Spanish news outlet Marca, Chelsea are building Thomas Tuchel a dream XI.
Both Andreas Christensen, 25, and Antonio Rudiger, 28, have expiring contracts in 2022 and the Blues are looking to cover their backs.
Juventus are said to be keen to shift De Ligt's £280,000-a-week wages off the books and would sell to Chelsea knowing they're desperate to bring in defensive reinforcements.
Agent Mino Raiola has already held talks with the club over a potential move for the Dutch international.
The West London side previously attempted to sign Kounde from Sevilla in the summer – but failed.
They now face competition for his signature from Manchester United.

In attack, the signing of Napoli superstar Lorenzo Insigne, would add firepower to an inconsistent strike force.
A large majority of their goals have come from elsewhere this season so Insigne will help.
The diminutive Serie A striker could be available for free at the end of the season but Chelsea may not wait until then.
The Naples native has spent his whole career with his local club so he may consider a new challenge in England before his career winds down.
